The Kenya Revenue Authority, KRA, has revealed plans to return to Parliament to pursue a potential rebrand to the Kenya Revenue Service, KRS, signalling a shift toward a more service oriented approach to tax administration.

The proposal was disclosed by the KRA Board Chairman during a Citizen Assembly in Eldoret, where the Authority outlined ongoing reforms aimed at strengthening trust, improving taxpayer engagement, and modernising its operations.

Reflecting an evolving mandate

According to KRA, the proposed rebrand aligns with its evolving mandate as the institution continues to transform from a traditional enforcement agency into a service focused organisation.

The Chairman said the move would reflect a broader institutional shift designed to make tax compliance more seamless, dignified, and accessible to every Kenyan.

“Our vision of a modern Kenya Revenue Authority is one where tax compliance is seamless, dignified, and accessible to every Kenyan,” he said. “We are investing in technology to simplify our systems, reduce complexity, and save time. Beyond technology, we are transforming our culture, from enforcement to facilitation, from control to service, and from fear to trust.”

Global recognition for citizen engagement

The Authority also highlighted growing global recognition of its efforts to improve taxpayer engagement. KRA noted that it has been ranked among the top three tax administrations worldwide for embracing citizen engagement to enhance compliance.

Officials say the proposed rebrand would help reinforce this shift by positioning the institution as a modern, service driven organisation that prioritises collaboration with taxpayers.
