The Energy and Petroleum Regulatory Authority (EPRA) has endorsed the formation of joint national-county government teams to oversee the zoning, surveillance, and enforcement of safety standards in the Liquefied Petroleum Gas (LPG) and petroleum sectors. This initiative aims to enhance safety measures and regulatory compliance within these critical industries.
The county teams will be responsible for inspecting adherence to established standards, ensuring public safety in facility establishments, verifying weights and measures, and scrutinising staff qualifications on safety and operational procedures.
Traditionally, petroleum and cooking gas refill facilities were situated in designated safe areas, far from residential zones. However, the growing demand for land for residential development has led to a review of land-use approvals, permitting the construction of residential facilities within industrial zones.
During a sensitisation workshop attended by county energy executives and departmental heads, EPRA Director General Mr Daniel Kiptoo emphasised the need for clear guidelines on exclusive zoning and land reservation for new petroleum and gas facilities away from densely populated areas. He stated, “We ask county governments to collaborate with us in coming up with clear guidelines on exclusive zoning and reservation of land for setting up new petroleum and gas facilities away from densely populated areas. For existing facilities, we need counties to collaborate with us in conducting regular inspection exercises to affirm compliance with safety standards and regulations.”
Counties were also urged to identify suitable land for tanker parking yards. This measure aims to prevent tanker drivers from parking in residential areas, on roadsides, and at
