The Kenya Revenue Authority (KRA) has initiated a strategic reform process aimed at improving operational efficiency, optimizing tax administration processes, and streamlining its administrative procedures. This transformation is anchored on KRA’s 9th Corporate Plan, which envisions an agile tax and customs revenue agency that fosters voluntary compliance while prioritizing customer-centric service delivery.

As part of these reforms, KRA is implementing internal realignments within its key functional areas, specifically in revenue collection, technology, and taxpayer services. These changes are expected to create a more agile and responsive tax administration framework, strengthen digital infrastructure for data-driven decision-making and automation, and enhance taxpayer engagement and support. Ultimately, the reforms aim to improve the ease of compliance and service delivery for all taxpayers.

Key Structural Changes

One of the significant changes introduced through this realignment is the integration of Large and Medium Taxpayers into a core functional area, while Micro and Small Taxpayers will form another core functional area. Through a relationship management framework, taxpayers can expect more personalized support tailored to their unique compliance needs. This restructuring aligns with KRA’s ambition to expand the tax base in line with the Medium-Term Revenue Strategy and the 9th Corporate Plan.

In addition, KRA has introduced the Business Strategy, Technology, and Enterprise Modernization Department, which is dedicated to driving the agency’s technology and data-driven ambitions. By integrating technology with refined taxpayer segmentation, the authority aims to provide seamless and efficient service delivery.

Driving Efficiency Through Digital Transformation

The internal alignment process will further enhance workflow efficiencies by reducing redundancies, optimizing resource allocation, and leveraging advanced analytics and automation. These technology-driven solutions underscore KRA’s commitment to facilitating tax compliance through modernized administration and service excellence.

KRA reassures taxpayers and the general public that service delivery will continue uninterrupted throughout this transition period. The authority remains committed to ensuring a smooth transition while reinforcing its goal of fostering a tax administration environment that is transparent, efficient, and conducive to economic growth.
